There is usually a 9-hour difference between Gulf Standard Time and Eastern Standard Time (GMT-5). Therefore, if it is noon in New York, it should be 9pm in Dubai. This depends on the time zone.

In contrast to EST, Dubai does not observe daylight saving time or seasonal clock changes. If my math and this information are incorrect, please double-check, as Dubai previously observed daylight saving time.
